Marlborough's Charter has not been revised since 1985 - 32 years!

A Charter Review Commission was last convened in 2002, and despite meeting for 18 months and recommending numerous changes to our governing document, no changes were ultimately accepted.

For at least a decade, voters have asked to replace our annual Town Budget meeting with voting by referendum (all-day voting). While this is not the only change needed, it may be the single most important decision.

To have this recommendation (if it is recommended) on the ballot for this November so our residents can decide if this change is to be made, it must be submitted to the Secretary of State for approval by September 22nd.

As such, the Board of Selectmen decided to split Charter Review into two separate Commissions, with this first Commission charged with tackling just a few key points of the Charter to get us started. The BOS has already committed to seating another (new) Commission to debate the full Charter right after this first Commission has completed their charge.

It Is my intention, and the intention of the full Board of Selectmen, to set these Commissions up to achieve a successful review and possible revision of our Charter! Please join us for the Public Hearing on August 24th to learn what the Commission is recommending, while understanding that the rest of the Charter will be fully reviewed in the months ahead.
